Home Improvement Program

Thank you for your interest in the LHDC Home Improvement Program.

This owner-occupied, single-unit or two-unit housing renovation program is offered to moderate-to-low income homeowners in the City of Lackawanna. Funding is provided by the New York State Division of Homes and Community Renewal (HCR) Affordable Housing Corporation (AHC).

Program Overview & Funding Details

  • LHDC generally supports up to 80% of a home improvement project with a maximum of $15,000 per unit.
  • The homeowner is required to provide a 20% match.
  • If the total project cost exceeds $15,000 per unit, LHDC will fund up to $12,000, and the homeowner is responsible for the remaining amount.
  • All eligible repairs will be determined by the LHDC.
  • Applicants must have less than $15,000 in net assets (excluding the value of the home to be improved).
Note: This program has limited funding. There is no guarantee of how long funds will be available. If funds are exhausted, a waiting list will be established based on priority of improvements and income level (highest renovation priority with lowest income will be served first).

How to Apply

If you decide to apply, please:

  1. Complete the application form with all required information.
  2. Compile 100% of the required income verification documents (listed on Exhibit “A” at the end of the application packet).

Once your application and all supporting documents are ready, please call our office at (716) 823-5124 to schedule a meeting. During this meeting, we will review your submission and explain the full approval process, inspection procedures, contractor selection, and any funding restrictions.

Important Program Rules

  • No work or activity can begin at your property before receiving written authorization from the Lackawanna Housing Development Corporation.
  • All contracts for renovation work will be directly between you and the contractor you select.
  • LHDC does not assign or recommend specific contractors. However, a directory of contractors who have previously worked with the program will be provided to you during the bid phase.
